Why Is My Hair Curly Underneath And Straight On Top

My hair is 2b 2c i belive i have curls and waves.

Why is my hair curly underneath and straight on top. The break line is about eye level. I don t have a blow dryer or straightener by the way combing it when it s drying doesn t really work.
